I'm not saying hitting a 16 isn't possible. But every time is. There's no way to hit constant 16's, trust me.

[sarcasm]There might be a level on which you can always hit 16 in f2p, but currently the maximum skill level in Runescape is 99 so try again... maybe when the maximum level will reach 400 or something [/sarcasm]

 

No really, it's random, the higher the level, the more accurate your attacks will be, but there will never be a 100% chance to max hit
