Don't quote me but... i believe the mage at the GOP minigame sells them. He can be found somewhere near the wizards tower i believe, the guy with the big ol' eye. Climb upstairs in the wizards tower (south of traynor) and there's a portal. Inside there, there's some crazy lookin' folk, it's one of those.
