After it was brought up on this thread, I looked for myself. I'm f2p and all these pictures were taken on a free to play world - sorry I didn't think to get the world number in one of the pictures. I didn't try using it to craft a rune in f2p though - I'll check that later if you guys want. It can't be mined in f2p, and it would be stupid to use it in f2p, but it is accessible to f2p'ers.
