What irc network?

An op would have to give you voice (+v).

Command to register should just be

/msg nickserv register password email

and then

/msg nickserv identify password

to login.

Voice does nothing in most channels. The only real use it has is when channel mode +m (moderated) is set. This means that only people with voice, half-op, and op can talk.

Also, what network are you trying to register on? The usual commands are what Errdoth posted, but it does vary sometimes.
