I have not done any mage training in the arena, but I would really like to access the bones to peaches spell. Do I need to unlock it to use b2p tabs? If so, what is the cheapest way to unlock it, and how much will I need to spend?

No, you don't have to unlock the spell to use the tablet. Which kinda makes getting it as a reward from MTA redundant.
