Tip.it cookies keep "temporary" information about the site so you load pages and images faster, and also save some preferences you set before. Lets say you have an auto-login whenever you visit the forums, the cookies keep the information and remembers to auto-log you in your profile. Even then board styles you have set. Basically they just make your time visiting the site a bit easier to do. Note that some cookies ARE actually non-beneficial, such as advertisement ads and such.
