Actually, the hatchet is faster than normal woodcutting if your woodcutting level is too low to use a dragon axe, and the armour is worthwhile at fairly low levels where it's hard to achieve the rates you need to get for it to be less efficient. So if one hatchet is 18k xp, you need to be able to get 3x that with your regular method in order for SC to be less efficient. That's easy to do at high levels, but at lower levels, especially pre-dragon axe, it's not so easy. Similar things can be said for combat, again only at lower levels.
