Well I have 400 SC Pts and I'm not sure what to use it on. I'm thinking of a proto-tool but I'm not sure which one, fletching knife, hammer, harrpon, etc. Any ideas?

It's only worth using on smithing and construction. So hammer. Anything else is just wasting time, money, and XP.

Actually, the hatchet is faster than normal woodcutting if your woodcutting level is too low to use a dragon axe, and the armour is worthwhile at fairly low levels where it's hard to achieve the rates you need to get for it to be less efficient. But the hammer is probably still the best.

Hatchet = 18k XP = 27k XP\hour needed to be made to make it break even, woodcutting = over 70k XP\h obtainable. Using SC tools when woodcutting will HALVE your XP rates.

Armor is a similar situation, in both of them SC tools will slow down your XP.

You can average three tools per hour, no? So if one hatchet is 18k xp, you need to be able to get 3x that with your regular method in order for SC to be less efficient. That's easy to do at high levels, but at lower levels, especially pre-dragon axe, it's not so easy. Similar things can be said for combat, again only at lower levels.

But as I said, hammers are still probably the best use of SC points.
