I've looked all over google and I can't seem to find a free program where you can load a video, select a part of this and save it as a .GIF file.

 

 

 

Any help please.

FFDShow can do this with the grab feature.

 

 

 

Download the decoders and run the video in WMP or whatever, find out the range of the frames and input that into the FFDShow grab options.
