I am about to get 99 strength in about a week and I wanted to level right by Sloane so I could immediately buy the cape. Since Sloane is right by the Shotput rings, I thought about throwing a few to level. (I think they give strength XP anyway) To get low enough to practically use a shotput for the level-up, I thought about getting my remainder really low off of a low level monster and then going to Lumbridge to use the training dummies (can use them at any level) to get reduced experience rates and get the remainder to 10 or so. I was wondering how much experience a shotput can give me.

I'm pretty sure you can't get your level that low, but to try i suggest buying a few beers and drinking all of them to lower your strength level.

Couldn't you just use the heavy door? It gives 1xp per walk-through.
