Basically I want to be able to make small sized .gifs which will be made of .jpg, so really I want a good FREE program which can import .jpg and possibly be able to compress sizes...

I really don't think gifs will give you any size advantage at the same quality over jpegs. Are you looking for image compression or are you looking for animated gifs?
