Taskbar expansion!

When I clicked somewhere around my "start" button, my taskbar expanded to 2x the normal height.

oldjoe, you posted right before I thought of adding that I can't drag it down, that causes it to become invisible, and only usable if I pull it up again.

Drag the line I circled up to beside the windows media player icon. Then, once it's fixed, right-click on the task bar and press "lock the task bar"
