Well it seems pretty obvious that you should work on the second account. It already has adequate combat stats that will make training easier and faster. You'd waste about 1-2 months getting the first account's stats to get near the second.

No, getting the levels the same wouldn't take me long at all as I'd make the account members.

It really depends on what you want to do, you will be pk'ing at a higher level with the 40 def account, and a lower level with the 20 def account, so I guess you gotta pick what kind of Pk'ing you are going to want to do.
