I'm not sure about the mixing side of things but I can clean 1000 herbs in around 15 minutes

Use a one click bank (Castle Wars, Lumbridge Castle basement, after RFD) and you should get plenty done. Cleaning herbs is quick, and with the make x option you will make unf pots and finished pots prettty quickly.
