Between steps 14 and 15, there's a bank box which says what items you'll need. Under "Required", there should also be "Knife", because you need to bore holes in the ice to insert the Sapphires (I banked my Knife because I thought I didn't need it anymore, and I had to go back and get it once I found this out).
