It would appear that, where previously you could use Excalibur on the crystal at the end of the quest to free Merlin, you now have to wield the Excalibur. This requires an attack level of 20.

 

It might be worth adding this to the required levels as you cannot complete the quest without it, or change the

 

 

Now, for the last part. Go to the south-eastern ladder of the castle, up the 2 sets of ladders, and use Excalibur on the crystal. Now go back to King Arthur, and he will reward you.
