July 2, 200916 yr Dr. Fenkenstrain is at the top of the tower. When you walk through the first 2 double doors, keep going through the third double doors. Then either go up the eastern or western staircase. When on the second floor, go to the center where there should be a gate. Open it and go up the ladder, where you'll find Dr. Fenkenstrain.
