Laptop USB Ports have stopped working

I have a Dell Inspiron 9300 running Windows XP (SP3 I think), and very recently the USB ports stopped working. There are 6 on the computer, and the external CD/DVD drive, my flash drive, the wireless mouse, and my mp3 player USB cord won't work in any of them. I think they stopped working today, I'm not sure though, becuase my dad had plugged in his TB external HD and it worked yesterday.

 

 

 

He downloaded this 'Norton Add-On Pack' and I'm wondering if that has anything to do with it. My account is a restricted one, if that helps.
