i noticed it yesterday during a treasure trail, but i cant tell what its there for. is it part of a new quest or something?

Part of a really, really old quest.

 

You get some barrels there for the elf quests, and some rotten apples, again, for the elf quests.

It's been there for years. It's easy not to notice something that's seemingly of no significance.
