Basically im looking for a few tips to help maximize my effectiveness when scim/2h pking.

Also, is there a more effective way i should be pking with my stats?

I suppose you meant 70atk/90str,

so a few tips:

Do no arms. Have ultimate str on at all times. Turn on 15% atk (forgot the name) when you are getting consecutive hits, then pull out r2h for a chance to KO. And activate steel skin when you are getting hit alot.

Not much more than that.

If you really wanna be a [bleep], why active steel skin and not melee prot... -.-

Because its not appriciate to put on melee prot, and it drains your pray too.
