Mouse Keys Issue

Everytime I try to enable mouse keys, I click apply after I enable, close out of menu and try to use them, nothing happens. I go back into mouse key settings to find that they are disabled again. It keeps on doing this. Any ideas?

It has nothing to do with this problem and yes I have tried just about everything you fcan think of except messing with registry settings.
