I'd recommend you to have been a staff member to another clan before starting your own clan. The info is EXTREMELY useful in knowing how to run the clan and how it's infastructure is going.

And just to let you know, IRC is, in my opinion, a must, seeing that it allows your clan to stay more connected than just a cc.

When it comes to running and creating clans, patience is key. Don't expect things to come quickly, it sometimes takes months to get the status of your clan on solid, safe ground.

A good free forum with hosting is http://www.forumotion.com. I think alot of clans use this.
