i got some cooking brawlers, wondering do they give 4x exp at wilderness volcano bank?

According to this guide you need to have the wildy level number showing, so in theory no they wont work at the volcano bank

Its normally quite easy to find a world where somone is using FM brawlers. So jump into level one and either use on their fires, or make your own.
