I don't get why jagex won't make a new lower level quest!

Yes, I've also heard that this axe maxes out around 170 on Dagannoths if you're on a slayer task, have 99 Strength, are using Extreme Strength potions (or Overloads), and have the new curse Turmoil active.

 

Note: That since Turmoil's boost is dependent on a monster's combat this may be more effective on stronger Dagannoths, even though it does have a limit a level 70 Dagannoth definately won't allow you to reach it.
