I just started Fairy Tale Part II, A - Cure a Queen and i cant pickpocket the Godfather.

 

I used the fairy rings so can i use them forever now? And do i always need to wear the Dramen staff and Nuff's certificate?

Once you get to the point in the quest where you gain access to Fairy Rings, yes, you can continue to use them, even if you don't finish the quest.

 

And yes, you will always need to have your Dramen staff equipped in order to use the Fairy Ring network.

Dramen staff only. Nuff's Certificate is strictly an item used during the quest itself.

 

The Dramen staff can eventually be replaced by a Lunar staff, however, once you complete Lunar Diplomacy.
