I call it ghosting.

When I bought this computer it came with windows vista but I upgraded to windows 7 in about November, now my graphics card has slowly developed shadows or ghosts coming off the screen, this picture explains best.

Does anyone have any advice on what I can do to fix it, I've removed the drivers and reinstalled them and that sometimes works.

First, check the manufacturer's website (both computer and the video chipset/card builder) for updated software.

 

If there is none, or if installing it doesn't help, try using a different monitor to exclude the possibility of monitor failure.

 

If that doesn't work, replace the graphics card.

I fail to see anything anormal on the screenshot. My guess is that there's more chances of it being the screen than anything else, so I would do what egbert said and try on another screen, or at least check the connections to see if it's all plugged correctly.
