Can I get them through NPC Contact? Do I need to wear my firecape to get them?

Yes and no.

You do not need to be wearing the fire cape or even have it in your invo to be assigned strykewyrms.

 

You do have to wear the fire cape or you won't be able to do any damage to the ice wyrms.
