Maybe, but some skills need boosting far more than Cooking right now, as a skill it's doing quite well and has a good path ahead of it. Fairly soon we're going to get Constitution boosting stuff (a.k.a. increased Max Health), so people will have to eat food to fill that extra space.

 

If this is ever done, the cooking should be complicated with a high burn rate at most stages. That way cooks will have to make a serious effort and be rewarded in the end. Healing 25+ should never be easily achieved.
