Dont know about the mage question, but the black mask is definitely better then neitz helm, and you should try and learn the ability to turn it into a slayer helm as soon as possible.

it truly depends on the helm you're using. The full slayer helm combined with fire blast/barrows gloves is what i always use on those kinds of tasks...always get them done quick, but don't get much mage xp...wheras the other gets you a ton of xp, but takes significantly longer...

Bolt with Chaos gauntlets is fractionally less powerful than a blast, but a lot cheaper.

 

If using death runes on members though, there are better spells than fire blast - Iban or magic (slayer) dart.
