I noticed this was the case in w144, is it the same for all worlds?

I think world 99 was 3-4 minutes earlier/later then 144.

No, the worlds' games start a different times.

 

This is most likely due to desynchronized system updates. I believe whenever there is a system update, all minigame timers (except those that are tracked by player, such as ToG) reset. So all stars would reset, and Fish Flinger Competitions, etc.

 

And since each world gets updated at a different time, the competitions themselves end up being a little bit apart, not to mention that if the timer goes by the "tick" system, they grow even farther apart.

I agree with Zaaps; it's probably a fair guideline to go by, but not something that would be suitable in the guide. I'll be sure to credit you if we do end up using this though.
