sure is, KB says so, and I can confirm my magic summon DID damage it.. (while wielding katagon pickaxes my adept stormbringer had it down to 3/4th health while we took down the shield.. So it seems extremely weak)

First they came to fishing

and I didn't speak out because I wasn't fishing

 

Then they came to the yews

and I didn't speak out because I didn't cut yews

 

Then they came for the ores

and I didn't speak out because I didn't collect ores

 

Then they came for me

and there was no one left to speak out for me.

According to the behemoth notes this is correct, magic does bypass his armor. However it indicates that the damage from mage while his armor is up is reduced. I haven't tried this though so feel free to experiment. I'd say the best idea in any case is just make the best pickaxe you can and use that to destroy his armor first.
