Step 25 is incomplete;

 

25. You now need to visit Wizard Cromperty, so head to his house, which is just northeast of Ardougne market. Talk to Wizard Cromperty, who will provide you with an animate rock scroll. This, he tells you, when used with the Holy Grail and a piece of granite, will free Arthur.

 

 

 

I wasn't given this scroll as I already had it from the One Small Favour Quest:

 

 

Suggestion:

 

"...who will provide you with an animate rock scroll. However, if you have this item from the One Small Favour quest, you must retrieve it from your bank, instead." ...

 

 

 

Also, for the Freeing Arthur part I would also recommend Falador teleport runes or a glory to teleport to Edgeville to get to the Black Knight's Fortress.
