I am testing IPB out, how do you stop users from posting URLs who don't have at least 10 posts?

I have worked with IPB and PHPBB as well as moderated SMF for a friends wow fan site about 4 years ago. What I would really like to do is create my own basic forum system. I have the know-how, but not the time.

I can't remember off hand, I just wiped IPB off of my test server a week ago :|
