The last time I picked it up though was the day before. Does it have to be 24 hours exactly? If so, does this not apply then to things from diaries?

May 5, 201016 yr Aiel is correct. All dailies reset at 00:00 gmt. Obvious exception is buying from stores, where the wait is 24 hours for restocking. Drops: Black Mask.Clue rewards: Sara Plate, 2 Robins, Some other random stuff.

Weird, because I got my b staffs, flax, pure ess, but Bert told me to come back tomorrow. :( And I had just collected them all the previous day within 5 minutes of each other.

May 5, 201016 yr Bert updates after 23 hours and 40 minutes nowadays (down from 24 hours, updated in the update where Soul Wars was introduced). RSWiki also claims that Arhein takes the same amount of time to update, although idk where they got that time unless they timed it.
