New Elemental Workshop Quest

Alright, so I got 1 body bar and ran into a problem. I have no idea how to lower the middle part, I've reset the puzzle already but nothing seems to do the trick, and I can't charge another bar until I get it down so it rotates. Any advice?

EDIT: Do I just have to turn those two cogs on the side that don't affect the bonus counters?

Make the highest pillar of cogs connected to the highest cog entry that isn't connected to a bonus multiplier (And of course make it so you connect the lower level ones to the starting point)

lowering and raising the pillar is the same combination.
