is it possible for me to get from 60-70 prayer with 1-2 mill when buying bones?

Since you don't have a gilded altar you'd be using the ectofuntus, you'd need about 460k prayer exp.

 

Even there, it'd cost you about 9m if using dbones, and somewhere around 5m using big bones (and that's way too many big bones to grind up/gather slime for).

 

All I can suggest is pest control/soul wars.
