All boosted stats drop at the same time, no matter when you boosted them. If it dropped right after you boosted, then you just had bad timing. The best way to do it, i found, was to use swiftkit, and figure out when the boost was going to happen. I drank a dose of attack pot, then started the timer (in the swift kit client) as soon as the boost dropped. That was the starting point. Once i established the time, i started working on stews. Drink stews and super restores until you get your required boost, then be sure to keep an eye on the timer. Log out when the timer hits about 58 seconds, then immediately log back in. The delays will make it work out just fine. When you do it fast, you can get about 12 overloads per minute, sometimes 8 and the stuff for the next one ready to go. I never used a tort, and highly doubt its worth the effort. Stews are great, but i wouldnt bother stewing anything other than overloads, especially if you plan on getting high herblore anyways. Because the game doesn't follow you, you follow the game. Let me explain. Yes, you lose one point per minute, but the minute isn't calculated based off when you drink the potion. It's based on the game minute. This means every time the standardized game clock hits :00, EVERYONE'S (who's logged in) has their stats reduced by 1, or increased by 1 if it's lower than their base level. If you can figure out and pinpoint when this standard minute occurs, you can base your playing off it and work toward your advantage.
