W117 Dung' area I heard is best for effigies.

Some methods for getting assistance:

Clan Chats: 'Assist Clan' and 'W117 Assists'

Locations: World 117 Daemonheim at the banker & Edgeville W99 / W2

Other methods: Look up people at level 97 / 98 in the hiscores and then add them to your friend list until one comes online.
