Clue scroll and miscellenia

I read that you can get clue scrolls from managing the kingdom and I'm wondering if that can affect you getting a clue scroll outside of the kingdom.

if you get one in the kingdom, you cannot receive one as a monster drop

Is the clue scroll generated at any given time, meaning I could recieve a clue scroll and won't know about it and killing monsters endlessly won't generate a clue.

Only when you collect, all rewards aren't calculated until you get them. This means you can change your workers directly before you collect and you'll get the appropriate amount of whatever you just told them to get.

I've heard that if you attempt to collect your resources but your bank is too full to take them, the resources are calculated and locked in at that point even though you don't see what they are.

 

I suppose that if a clue scroll was one of the resources, it could possibly block you from getting another one.
