A small question about GIFS!!

on the page http://www.tip.it/runescape/?page=achievement_capes.htm achievement cape if you click the cape you see a animation of the skill cape

 

just want to know best way to make them that smooth?

 

in the back ground in some the npcs are moving same time as the emote so it seems it was only done once the emote to get all the pictures needed

 

am i being silly and it very simple or isnt it?

 

just wana know how too
