Alright well I lent my brother my laptop now it has a few problems :S. First of all, The control pannel wont open, It just shows the box and it stays white then eventually closes itself. And my laptops running really slow, Is there anything I can do to make it faster, Or any programs to help? Another thing, It keeps making some weird beeping noise so I'm not really sure whats wrong.

Scan for viruses as well as a scan with Malwarebytes. That's most likely what happened.

Decreased performance, limited access to control features. Sounds like malware to me. Run your antivirus/malware bytes/hijackthis to confirm. However once a machine is infected it can't really be trusted(I personally ftp archive important files and reformat).

You could also try a system restore to a date before your bro used it.
