You need a Hammer to mend the railings, your guide does not mention this, teleport runes, or tablets and if possible a charged amulet of glory to get you to edgeville, or telerunes/tablet for varrock, and speed up process of completing the quest. If you go to start quest without hammer, go to the building just east of the cannon, in there you will find a hammer. Looking closely at railings you may see a slight bend/kink in some, those are the ones that need to be replaced. The entrance to the dungeon is n/e of the fishing guild entrance. Otherwise rest of guide is good. Hope this helps/speeds up completion of guide for fellow scapers.
