At what agility level does Ape Atoll tend to become better exp thank Wilderness course because of less failing?

You should aim to start using Ape Atol at around level 70 agility as you start to fail it a lot less and the xp rate is pretty similar to Wilderness and Werewolf courses. At level 74 you will fail only a couple of times an hour and at 75 you will stop failing it all together.
