I need to get 65 smithing and 66 thieving to finish a couple quest. What would be the fastest ways to obtain these levels?

As far as getting 65 smithing, I would reccomend making the best armour you can do at your level, using either the golden hammer (because you can wield it) or a sacred clay hammer. Thieving, you can do sorceress garden, rogue's den, thieving guid, master farmer, a combination of those is how I got my thieving level, and pyramid plunder is probably the fastest (ask anyone with 99).

I haven't tried it myself but I believe the chests/doors at the thieving guild give good exp at your level.

If I'm wrong about that, pyramid plunder is pretty quick even at low levels, I was getting about 60-65k exp an hour at level 60.

Superheat gold ore with goldsmithing gauntlets. Making armour is a waste until you get to addy plates at 88.

for 65 smithing, i would just smelt gold ore into bars with goldsmithing gauntlets (superheating gold is better if you dont mind losing a little bit of money)

theiving i would do pyramid plunder.
