I noticed while RC'ing at ZMI that if I take damage while RC'ing, it removes the "cooldown" time from RC'ing. If I could damage myself at will, I could RC faster. Jagex also nerfed it a while back so that you couldn't do constant damage with it (once every 2 or 3 ticks now?). If you still have it, you could try that - otherwise I think you're SOL.
