AFAIK all outfits do the weird sort of stacking.

So if its worth 100xp normally

Suit gives 2.5xp bonus

tool gives 100xp boost

 

So you get 202.5xp

Wrong!

I used the full suit and sc hammer the other day to make oak doors, the oak door normally give 600xp. 2.5% of that is only 15xp, with sc hammers i was getting 1230xp, which either means the sc hammer doubles the exp of the boost, or the suit only comes into play after the exp has been doubled by the hammer.
