OK so I need level 63 so I can do my clue scroll.

I'm currently level 60.

At the moment as I Wright this I am fly fishing at shilo village.

Should I stay here or move some where else.

Pretty sure fly fishing at shilo is indeed the fastest/xp at your level.

 

I would also grab some fishing urns/and fammy, every extra xp is welcome for a slow skill as fishing.

At your level fly fishing is by far the fastest experience. I recommend sticking to Shilo.
