I was able to have Treznor, and the NPC in Falador to cut my Oak Trees down for me, for 200gp. However, with Willows I get no option from either of them to cut it down for me.

Am I missing a step?

 

I know the roots are usable, but for my situation I don't care about receiving them.

Figured it out. Need to use Secateurs on the Willow Tree. After you've cut 5 or so, it will tell you, you need to wait for more to grow. Then talk to a Gardner, and they will chop it down for you.
