I'm 99 Smithing and I want to get to 20m Smithing xp. What's a good method to do it? Something between 5 to 10 gp/xp would be good.

Depending on what you pay for forges, smithing (along with alching) the items Steph suggested would be very close to breakeven.  I think you need to pay 14.3k each for rune bars to break even, so if you paid 14.5k per bar, it would only cost you roughly 3gp/xp, or slightly less.

for a very very long term solution, put offers in for a few hundred visages at just below 1.2m. Keep this offer in for a long time (months) and watch them slowly come in. Make them into dragonfire shields and then alch for 1.2m.
