ICANN own most of the top level domains such as .com and .net and ultimatly they are in control of them. But you have to buy your domains through a registrar and they take their cut too. Will cost you less than $9 for a .com with http://www.namecheap.com and about $5 of that probably goes to ICANN

I think the registry operator charges to registrar $6.45 or very close (6.something)

 

 

 

 

 

 

 

In the case of .com the registry operator is verisign i dont know how much of that $6 gets passed onto ICANN.
