I tried returning to osrs after a few months. Now it says i need a authenticator code to login, i have not set one up. My registered email is also not receiving the “enable authenticator “ email or the disable one so i do not know what to do. It also says my account is locked for a balance owed and i have never connected my card. Im confused and concerned i have lost my main account after years of work to a hacker or something . PLEASE help

It sounds like you have been hacked yes. You probably need to appeal. I would advise to get help from the support center in the Runescape Discord.
